Technical Project Manager / Scrum Master

Responsibilities:

● Act as the principal technical and managerial lead for high-priority projects, ensuring alignment with both client and company objectives.
● Oversee all aspects of project planning, execution, and delivery, including defining project scope, setting deadlines, and ensuring milestones are met on time and within budget.
● Lead project teams by fostering a positive, collaborative environment and mentoring team members to achieve optimal performance.
● Manage stakeholder expectations, providing clear and effective communication about project progress, risks, and mitigation strategies.
● Lead IT initiatives related to Federal Financials and Budget Formulation, ensuring compliance with government regulations while meeting strategic objectives.
● Coordinate resources, including internal team members and third-party contractors, to ensure seamless execution and delivery.
● Proactively identify project risks and work closely with stakeholders to implement effective mitigation plans.
● Ensure that all project deliverables meet the highest standards of quality, adhering to best practices, company policies, and federal regulations.

Requirements

● Bachelor’s and/or Master’s degree in Computer Science, Information Technology, Finance, MBA, or related field.
● PMP certification.
● 5+ years of hands-on experience in managing IT and software development projects, with a focus on Federal Financials and Budget Formulation.
● Exceptional leadership and team management skills, with a proven ability to inspire and motivate teams to exceed project goals.
● Strong communication skills to effectively engage with all stakeholders, including senior management and clients.
● A track record of delivering projects successfully, on time, and within budget.
● Expertise in systems development, integration, and cloud hosting solutions, with proficiency in .NET and Microsoft Internet Information Services.
● In-depth knowledge of federal regulations and compliance requirements related to financial systems.
● Familiarity with project management tools like Microsoft Project, JIRA, and Trello.
● U.S. citizenship and the ability to obtain and maintain Federal Security clearance.

Key skills and knowledge

● Master’s degree in Business Administration, Finance, or related field.
● Direct experience working with federal agencies, especially in financial management or budget formulation.
● Familiarity with Agile development methodologies and certifications such as Scrum or SaFe.
● Professional certifications in Agile, SaFe, or Scrum methodologies.
